سوویت یونین کے صدر گار با چو ف  نے 33 سال قبل افغانستان سے اپنی فوجیں نکالنے سے پہلے اپنے وزیر خارجہ کو چین اور پاکستان بھیجا تھا کہ افغانستان سے فوجیں نکالنے سے پہلے کابل میں ایک ایسی حکومت قائم کر دی جاۓ جو سب کو قبول ہو تاکہ افغانستان میں امن اور استحکام ہو جو ہم سب کے مفاد میں ہو گا۔ پیپلز پارٹی کی حکومت تھی۔ بے نظیر بھٹو وزیر اعظم تھیں۔ وزیر خارجہ وزیر اعظم بھٹو کے لیے صدر گار با چو ف کا ایک ذاتی پیغام لے کر آۓ  تھے جو وزیر اعظم کو ون ٹو ون ملا قا ت  میں دینا تھا۔ پہلے سو ویت یونین کے وزیر خارجہ کو انتظار کرایا گیا تھا۔ وزیر اعظم بھٹو قومی اسمبلی میں اپنے چیمبر میں مصروف تھیں۔ پھر جب سوویت وزیر خارجہ کی ملاقات وزیر اعظم بھٹو سے کر آئی گئی جو ون ٹو ون ہونا تھی۔ لیکن وزیر خارجہ صاحبزادہ یعقوب علی خان بھی آ گۓ تھے اور ان کے پیچھے دو فوجی بھی اپنی کرسیاں اٹھا کر بیٹھ گیے۔ وزیر اعظم بھٹو خاصی شرمندہ ہو رہی تھیں۔ سوویت وزیر خارجہ ان کا چہرہ دیکھ رہے تھے۔ ون ٹو ون ملاقات debacle ثابت ہوئی تھی۔ وزیر خارجہ یعقوب علی خان سوویت وزیر خارجہ کو ائر پورٹ رخصت کرنے آۓ تھے۔ انہوں نے سو ویت وزیر خارجہ سے کہا ہمیں معلوم ہے آپ کیا پیغام دینا چاہتے تھے۔ ہم یہاں سے لے کر وسط ایشیا تک اسلامی ریاست قائم کریں گے۔ سوویت وزیر خارجہ نے ماسکو پہنچ  کر اپنی ملاقات کا احوال صدر گار با چو ف کو سنایا انہیں یہ سن کر غصہ آ گیا صدرگار با چو ف نے کہا “Let them stew in their own juice”  اور افغانستان سے  سوویت فوجیں نکالنے کا حکم دے دیا۔ اس واقعہ کا احوال صدر گا ر با چوف کے ترجمان نے اپنی کتاب میں بیان کیا تھا۔ اس وقت پیپلز پارٹی، ن لیگ، اور فوج پاکستان کی سیا ست میں تین بڑے کریکٹر ایکٹر تھے۔  اور آج 33 سال بعد بھارت کے وزیر اعظم نر یندر مودی نے امریکہ میں بھارتی نژاد امریکیوں سے خطاب میں کہا ہے کہ "ہم نے پاکستان پاکستان بہت کر لیا ہے ہم نے آ گے بڑھنا ہے انہیں خود مرنے دو ہمیں دنیا کے ساتھ چلنا ہے۔"  اور آج پاکستان کی سیاست میں کون تین بڑے ہیں ن لیگ، پیپلز پارٹی اور فوج۔ عمران خان کو کان پکڑ کر انہوں نے سڑک پر کر دیا ہے۔ اللہ جو بھی کرتا ہے اس میں بھی مصلحت ہوتی ہے۔ اور اچھا ہی کرتا ہے۔ انہوں نے پاکستان کو ماضی میں ذلیل کیا تھا اور آج بھی ان کی وجہ سے پاکستان ذلیل ہو رہا ہے۔ پیرس میں پاکستان کا وزیر اعظم قرضوں میں دبے غریب ملکوں کی مدد کے لیے کانفرنس میں ہزاروں ڈالر کا سوٹ پہن کر فرانس کے صدر کے آگے گڑگڑا رہا تھا۔ کہ اس کانفرنس میں پاکستان کے لیے امداد تجویز کی جاۓ۔ پیرس کانفرنس میں سینیگال کے لیے 2.7 بلین ڈالر دینے کا کہا ہے اور زیمبیا جو Covid pandemic کے بعد اپنے قرضہ پر ڈیفا لٹ ہو گیا تھا اسے کچھ معاشی ریلیف دینے کے لیے چین اور دوسرے قرض خواہ اس کے 6.3 بلین ڈالر قرضوں کو restructure کرنے پر آمادہ ہو گیے ہیں۔  

 پیرس کانفرس میں شرکا شہباز شریف کو دور سے دیکھ کر قریب مصافحہ کرنے آۓ تھے۔ وہ دراصل حکومت کی معاشی، سیاسی، قانونی خستہ حالی پر تعزیت کرنے آۓ تھے۔ اور حکومت میں ان کی bandwagon پر جو 13 سوار ہیں ان کے لیے مغفرت کر رہے تھے۔ اس سے زیادہ وہ کچھ کرنا بھی نہیں چاہتے ہیں۔ کیونکہ الیکشن قریب ہیں۔ اور اس حکومت کی کسی بھی طرح مدد نہیں کرنا چاہتے تھے۔ انہوں نے عدالتوں کو by pass کر کے خود اپنے آپ کو بے گنا ہ کیا ہے۔ یعنی انہوں نے اپنے کرائم ختم پر اس سے بڑا کرائم کیا ہے۔ پاکستان میں حکومت میں کرائم کرنے کو اتنا سنجیدگی سے نہیں لیا جاتا ہے۔ پانچ مرتبہ کرائم کر کے پانچ مرتبہ حکومت میں آ جا تے ہیں۔ ملک کی اعلی عدالت نے کر پٹ لیڈروں کو سیاست سے عمر بھر کے لیے نااہل قرار د یا تھا۔ انہوں نے عدالت کا یہ اختیار چھین لیا اور اسے عمر بھرکی بجاۓ پانچ سال کر دیا ہے۔ تاکہ پانچ سال وہ نااہل رہے گا اس دوران اس کا بھائی پانچ سال حکومت  کرے گا اور جب اس کے اقتدار کی معیاد پوری ہو گی اس کے بھائی کے نااہل ہونے کی معیاد پوری ہو جاۓ گی۔ وہ حکومت میں آ جاۓ گا اور چھوٹا بھائی پانچ سال کے لیے نااہل ہو جاۓ گا۔ یہ قانون کر پٹ لوگوں کی پارلیمنٹ نے اپنے مفاد میں بناۓ ہیں۔ اور یہ کرپشن ختم کرنے کا قانون نہیں ہے۔ صدر پاکستان حج پر گیے ہیں اور چوروں کی حکومت نے راتوں رات قائم مقام صدر سے اس پر دستخط کر ا لیے۔ جو ان کا اپنا آدمی ہے۔ ان ہی کر پٹ لوگوں نے 8 اپریل 2022 میں قائم مقام قومی اسمبلی کے اسپیکر کی رولنگ کو ماننے سے انکار کر دیا تھا۔ عمران خان ایک شریف انسان کا ان غنڈوں اور بد معاشوں  سے سامنا  تھا۔ جب تک ملک غنڈوں کی دادا گیروں کے کنٹرول میں ہے۔ یہ مہذب معاشرہ نہیں ہو گا۔ ان لوگوں سے نجات حاصل کرنا معاشی اور قومی سلامتی کا سوال ہے۔

کرپشن کے کیس قانون تبدیل کر کے خود ختم کرنے کے بعد جو لاکھوں ڈالر شہباز شریف کے بینک میں آۓ تھے اس سے پیرس میں ہزاروں ڈالر کا نیا سوٹ خریدا اور اسے پہن کر شہباز شریف پیرس میں قرضوں میں دبے غریب ملکوں کی کانفرنس میں شرکت کرنے آۓ تھے۔ کانفرنس میں ائی ایم ایف کی سربراہ Kristalina Georgieva  سے ایک ماہ میں شہباز شریف کی یہ دوسری ملاقات تھی۔ اور امداد کے بارے میں ان کا جواب وہ ہی تھا جو انہوں نے شہباز شریف سے اپنی گزشتہ ملاقات میں کہا تھا۔ بچوں کی طرح بضد ہے جیسے اپنی دادی اماں سے پیسے مانگ رہا ہے۔ شہباز شریف حکومت کی پرفارمنس Minus D or F ہے۔ 14 ماہ میں اس حکومت نے 25 فیصد وقت ملک کی معاشی صورت حال پر دیا ہے۔ 35 فیصد وقت اپنے کرپشن کے کیس ختم کرنے پر دئیے تھے۔ 40 فیصد وقت عمران خان کو ختم کرنے، اسے قتل کرنے کے منصوبے بنانے، اس کے خلاف 160 مقدمے قتل کا مقدمہ، دہشت گردی کا مقدمہ، حمزہ شہباز کے مرغی فارم سے مرغیاں چوری کرنے کا کیس، shoplifting کا کیس، یہاں پیشاب کرنا ممنوع سائن کے نیچے کھڑے ہو کر پیشاب کرنے کا کیس، مولانا فضل الرحمان کی توہن کرنے کا کیس، اپنی ٹانگ میں چار گولیاں مار کر رانا ثنا اللہ کو الزام دینے کا کیس، حکومت نے یہ کیسز garbage  کے تھلوں میں بھر کر ججوں کے حوالے کر دئیے ہیں۔ جج ان کیسوں پر تین چار ماہ سے صرف ضمانتیں دے رہے ہیں۔ لیکن ان پر ابھی تک فیصلے نہیں دے رہے ہیں۔ تاہم دنیا کو معلوم ہے یہ مقدمے حکومت کی بد نیتی پر ہیں۔ اور اس میں کوئی کیس نہیں ہے۔ امریکہ یا بھارت میں جج اسے پھاڑ کر پھینک دیتا اور حکومت کو ڈانٹ دیتا کہ ہمارا وقت برباد مت کرو۔ لیکن اس حکومت نے وقت برباد کیا ہے، عوام کے مسائل میں سو فیصد اضافہ کیا ہے۔ اور صرف اپنے ذاتی مسائل حل کیے ہیں۔ اس حکومت نے ملک کی معیشت اور سیاسی استحکام  پر کوئی توجہ نہیں دی ہے۔ اور آئی ایم ایف کی ان دونوں شعبوں پر نظر تھی کہ حکومت کیا  کر رہی تھی اور اس کے سیاسی عزائم کیا ہیں؟ حکومت میں ہیں تو سب بالغ لیکن دماغ نابالغ ہیں۔ کہتے ہیں ہم نے آئی ایم ایف کی ساری شرائط پوری کر دی ہیں۔ نہیں حکومت نے ساری شرائط پوری نہیں کی ہیں۔ فروری میں آئی ایم ایف ٹیم سے مذاکرات کے دوران یہ سوال کیا گیا تھا کہ انتخابات  کب کراۓ جائیں گے؟ جس پر اسحاق ڈار نے کہا تھا جلد کرائیں جائیں گے۔  پھر یہ بھی کہا گیا تھا کہ اس معاہدہ پر عمران خان سے بھی  دستخط کرائیں جائیں۔ اسحاق ڈار نے اس پر بھی ہاں کیا تھا۔ تاہم اسحاق ڈار نے اسے سنجیدگی سے نہیں لیا تھا۔ حالانکہ یہ اس حکومت کی خراب ساکھ کو بحال کرنے کا سوال تھا۔ مارچ میں اس حکومت نے عمران خان پر قاتلانہ حملہ کرایا تھا۔ عمران خان اس حملے میں بال بال بچ گیے تھے۔ آئی ایم ایف ٹیم اس وقت اسلام آباد میں تھی۔ پھر اپریل میں حکومت نے پنجاب اور خیبر پختو ن خواہ میں آئین کے مطابق الیکشن کرانے سے انکار کر دیا تھا۔ حکومت اب پوری طرح ایک طرف عدلیہ اور دوسری طرف عمران خان پارٹی سے Combatant mood   میں تھی۔ سپریم کورٹ کے الیکشن کرانے کے ایک اور حکم کو حکومت نے  رد کر دیا تھا۔ قانون کی دھجیاں بکھیری جا رہی تھیں۔ آئین توڑا، قانون کی خلاف ورزیاں کی ہیں، فوج کو سیاست میں ملوث کیا ہے اور فوج سے عوام کی سب سے مقبول پارٹی کو تباہ کرنے کا کام لیا جار ہا ہے۔ 13 پارٹیوں کی حکومت نے یہ بغاوت کی ہے۔ اس حکومت نے عمران خان کے خلاف 160 جھوٹے مقدمے دائر کیے ہیں۔ ان کو Sue  کیا جاۓ گا۔ لیکن اس حکومت نے ملک کی معیشت کو نقصان پہنچا یا ہے۔ عوام کو اقتصادی اذیتوں میں ڈالا ہے۔ اور اس پر حکومت کے ذمہ دار افراد پر مقدمہ چلایا جاۓ گا۔ حکومت  کا یہ Behavior  دیکھنے کے بعد آئی ایم ایف کا امداد نہ دینے کا فیصلہ بہت درست ہے۔

  After President Xi’s visit to Saudi Arabia, the political landscape of the Middle East has changed. The sun will now rise in the east and set in the east. The restoration of diplomatic relations between Iran and Saudi Arabia is the most important news of this year. The Arab League has reinstated Syria’s membership. And President Basher al-Assad’s participation in the Arab League summit in Saudi Arabia was welcomed. President Xi has awakened the Saudis, after seventy years, they have understood that regional problems cannot be solved by external intervention. The Saudis listened to President Xi, considered it, and then tried it, they saw how quickly they solved the Iran problem in a brief period. The Shia-Sunni conflict ended. Relations with Syria were restored, the war in Yemen ended, and all these were issues related to peace which resolved in the region. Unnecessary wars, unnecessary tension, and unnecessary differences have been created in this region. Billions of dollars are unnecessarily wasted on weapons. If the leaders of this region would keep their politics in their hands and put their interests first, this would be the most prosperous region in the world. But the sad thing is that after the end of the cold war, new wars started in this region, not peace. Arab rulers were close allies of the United States during the Cold War and they had spent billions of dollars on the Cold War, their people gave their lives to defeat this war. But what did they get? The conflict in Palestine was created by America and its Western allies. But in 75 years America and its partners have not been able to resolve this conflict.

  After President Xi’s visit to Saudi Arabia, the frozen conflicts in the Arab world have started to thaw. While economic activity is also seeing movement, the region is plagued by conflicts. The colonial and imperialist policy of divide and rule controlled the Arabs, and now in 2023, the Arabs were freed from this colonial and imperial control. For over fifty years, every president of the United States has visited the Middle East, but their visits never brought peace and stability to the region. After the 1973 Arab-Israel war, President Nixon made seven trips to the Middle East. President visited Egypt, Saudi Arabia, Syria, and Jordan, but there was no progress in resolving the dispute between Arab and Israel. President Carter made five trips to the Middle East. President Carter visited Iran, Saudi Arabia, Egypt, Israel, and Egypt. President Carter signed the Camp David Agreement between Egypt and Israel. The Arab countries condemned the Camp David agreement and severed relations with Egypt. President Anwar al-Sadat signed the Camp David Accords on the condition that Israel would negotiate with the Palestinians and an independent Palestinian state would establish. Egypt will terminate the Camp David Accords if Israel does not implement it. President Anwar Sadat was killed. Husseini Mubarak became the president of Egypt, and President Carter lost the election. President Reagan did not consider it necessary to implement the second part of the Camp David Accords. President George H. Bush visited Egypt, Turkey, and Saudi Arabia; they were about the war against Iraq.

 President Bill Clinton made the most fourteen trips to the Middle East. In 1993, the Palestinians and Israel signed the Oslo Accords. The Palestinians had recognized the existence of Israel, and Israel recognized the establishment of an independent Palestinian state. President Clinton worked tirelessly to make the Oslo Accords a success. The Palestinians and the Israeli government had agreed on some issues, but the Palestinians were asking for more of Palestine, and the Israeli government was willing to give 90 percent. It was the last day of President Clinton’s administration. The George Bush administration had launched a war against Iraq, Afghanistan, and terrorism. Israel had the opportunity to occupy more Palestinian land, and Israel had 500,000 new Jewish settlements in occupied Palestine. Every Israeli aggression against the Palestinians is supported by the United States in the Security Council.

The US sends troops to Peru.

Starting from June 1, the United States will deploy its regular military units in Peru. The Americans always act “to protect democracy” in other countries. The Pentagon’s Southern Command (SOUTHCOM) will deploy hundreds of its Marines to Peru on June 1. The US Congress approved the intervention. Peruvian legislators, at the suggestion of US protégé President Dina Boluarte, authorized the arrival of 700 American soldiers.

According to official data from Washington, the “US personnel” will carry out” “cooperation and training activities with the armed forces and the national police of Peru” without encroaching on the sovereignty of the country.

However, Peru has long had such training centers. Therefore, the stated goal is just a cover to deploy soldiers in regions of greatest resistance to American puppets. The people of Peru reject them. Dina Boluarte’s highest approval rating was 16 percent, the rating of the Parliament is even lower.

Coup d’état in Peru

The Boluarte regime came to power through a coup, with Washington’s direct complicity. Leftist President of Peru Pedro Castillo who was popularly elected in 2021, was overthrown by the Parliament with the support of the army a year and a half later “due to moral inconsistency.” He tried to carry out anti-oligarchic reforms, but as expected, he was not allowed to. Baluarte took over her position as Vice President.

US Ambassador to Peru Lisa Kenna, who coordinated the army, was quick to support Parliament’s depose Castillo. Kenna affirmed that her country fully supported Peru’s democratic institutions.

The people of Peru did not accept the new government. As many as 70 people were killed and hundreds were injured in protest suppression. The Inter-American Commission on Human Rights found the Peruvian police and army guilty of “excessive, indiscriminate, and lethal use of force.” The Commission also denounced the Baluarte regime for Stigmatizing peasants and indigenous peoples with false accusations of being terrorists, thus justifying the massacres.

Purpose of all US interventions: Control Resources

Mexican President Andreas Manuel Lopez Obrador, commenting on the entry of US troops into Peru, drew the attention of the US government to the following:

 “The preservation of the interventionist policy in no way contributes to the establishment of brotherhood on the continent.” “The Peruvians are our brothers. We consider it unfair what Peruvian congressmen did to remove the legitimate President Pedro Castillo, who was elected by the Peruvians.” Obrador said.

It is Peruvian oligarchs who stand behind these decisions, Obrador said. At the same time, though, legislators violated Peru’s entire legal and constitutional framework.

Lawyer Raul Noblecilla confirmed that US troops would come to Peru to control Peruvian minerals, because “this is how servile and submissive governments function.” “Imperialism controls its backyard.”

Other countries of the continent, such as Argentina, Bolivia, and Venezuela, do not recognize the US-installed government in Lima.

The Peruvian Ministry of Defense has denied reports about ten US army bases in Peru. Yet, journalistic investigations show that they are present in military units in Peru.

“How the network of North American bases operates in South America”- a book by Journalist Telma Luzzani- mentions that the constant presence of the US military in Peru under the pretext of joint exercises, training, visits, and other things makes it clear that the US military operates within Peruvian military bases although they may not have their own or exclusive bases, such as those at Guantanamo Bay.

It was also revealed that there was a network of US laboratories operating in Peru “without appropriate transparency” supposedly to study tropical diseases. To crown it all, the Supreme Court of Peru has recently ruled that there was no right to protest de facto under the country’s constitution.
